Wynwood Grand EC eligibility: who can apply and which income ceiling is yours
Eligibility comes before price or layout. Wynwood Grand is an Executive Condominium, so the first sale from CDL follows HDB’s rules, not the open rules of a private condo. At least one applicant must be a Singapore Citizen, and the second applicant is usually a Citizen or Permanent Resident. You then apply under an HDB scheme, most often the Public Scheme with parents, siblings or children, or the Fiancé/Fiancée Scheme for couples planning to marry. A single buyer generally cannot buy a new EC alone under the standard schemes.
The income ceiling turns on the date the land tender closed. HDB says the S$18,000 monthly household income ceiling applies to EC sites whose tenders close on or after 24 August 2026. The Woodlands Drive 17 tender for Wynwood Grand closed on 5 August 2025, and HDB awarded it to CDL Divine Pte. Ltd. on 26 August 2025. Wynwood Grand therefore stays under the S$16,000 ceiling. A later sales launch does not move an earlier land tender into the newer group. If your household earns between S$16,000 and S$18,000, Wynwood Grand is not the project for you, but a later EC site might be.
The test uses average gross monthly household income, so work out the combined figure for your whole household before you compare it with S$16,000, and ask HDB how your own pay is counted if parts of it vary. Property history matters too. HDB looks at whether you or your family nucleus own or have recently disposed of private residential property, and how many subsidised transactions your household has already had.
Being under the ceiling does not make you eligible. It is one test of several. Read our note on why the S$18,000 ceiling does not apply to Wynwood Grand, check HDB’s own EC eligibility conditions, and send Davis Ng your household details if you want a check in plain language before CDL releases anything.
Wynwood Grand loan limits: what MSR and TDSR allow your household
CDL has not published a Wynwood Grand price yet. You can still work out your own limit today. Two rules decide how much you can borrow. The Mortgage Servicing Ratio, or MSR, caps your monthly home loan repayment at 30% of gross household income while the Minimum Occupation Period is running. The Total Debt Servicing Ratio, or TDSR, caps all your monthly debt repayments at 55% of gross income, including car loans and credit card minimums. For an EC, MSR is usually the tighter of the two.
As an illustration of the 30% cap, using round incomes rather than any Wynwood Grand price, a household earning S$8,000 a month could commit up to S$2,400 to the loan. At S$10,000 the figure is S$3,000, at S$12,000 it is S$3,600, and at the S$16,000 ceiling it is S$4,800. Those are repayment ceilings, not loan sizes. The loan you can carry also depends on tenure, interest rate and how much of your TDSR room your other debts have already used. Run your own numbers on the Wynwood Grand calculators, read the financing page, and see our worked MSR guide.
HDB housing loans are not available for ECs. Every Wynwood Grand buyer borrows from a bank, so MSR and TDSR both apply from the first day. A BTO buyer on an HDB loan only faces MSR, which is why the EC process feels stricter.
Do not lean on the land price to guess the home price. CDL paid about S$360.9 million for the site, roughly S$782 per square foot of permitted floor area.
CPF Housing Grant for Wynwood Grand: what a new EC buyer can claim
A first-timer family that buys a new EC from the developer can qualify for a CPF Housing Grant. That includes a home at Wynwood Grand at its initial launch. The grant is the Family Grant, or the Half-Housing Grant if one applicant is a second-timer, and it falls as household income rises.
For two Singapore Citizens who are both first-timers, the Family Grant is up to S$30,000 when average gross monthly household income is S$10,000 or below. It drops to S$20,000 for incomes of S$10,001 to S$11,000, then to S$10,000 for S$11,001 to S$12,000, and it is nil from S$12,001 up to the S$16,000 ceiling. If one applicant is a first-timer and the other a second-timer, the Half-Housing Grant is up to S$15,000, S$10,000 or S$5,000 across the same bands, then nil. A Citizen and Permanent Resident pair receives a lower Family Grant. In the lowest income band it is S$20,000 rather than S$30,000, so confirm the figure for your own household. Our eligibility and CPF grants guide sets out the full table.
The grant that does not apply to ECs is the Enhanced CPF Housing Grant.
Treat any grant as help with your CPF and cash outlay, not as a discount on the headline price. Because the Wynwood Grand price is not out, no one can say what share of the purchase a grant covers. A resale EC bought after the original owner’s MOP generally carries no CPF Housing Grant, so the grant window is the developer launch.
Davis Ng can match your household to these bands before launch day.
Wynwood Grand payment scheme: what to budget from booking to keys
CDL has not announced a payment scheme for Wynwood Grand, so no one can give you dates or percentages yet. What you can do now is understand the shape of an EC purchase and decide where your cash and CPF will come from. You pay a booking fee when you secure a unit. Then comes a down payment funded by cash and CPF. After that you pay progressively as CDL completes each construction stage.
You need cash and CPF ready from the first step. Check how much of your cash buffer you can commit without touching your emergency savings. Then check what your CPF Ordinary Account can contribute. A family that qualifies for a Family Grant can plan to add that on top of its CPF, which we explain in the grant section above.
Keep a separate line for the costs that sit outside the price. Stamp duty is one. A resale levy is another, but only if someone in your household has taken a housing subsidy before, for example a flat bought from HDB. The amount depends on that earlier purchase and your household, so confirm it with HDB before you sign an option. The levy can come back later too. If you sell Wynwood Grand, wait out 30 months and then buy another subsidised flat or a new EC from a developer, HDB charges S$55,000 for families and S$27,500 for singles. Buying a resale flat or a private home instead does not trigger it.
Timing is longer than for a completed condo. HDB’s tender terms give a completion period of 60 months from acceptance of tender. CDL’s annual report points to completion around 2030, subject to approvals. That means a long stretch of progressive payments while you may still be renting or living in your current home, so your monthly budget has to cover both.
Use the progressive payment and stamp duty tools with a sample price, read the payment scheme page, and ask Davis Ng for a household breakdown once CDL issues its documents.
Wynwood Grand MOP, resale and the timeline to year 10
The tender for Wynwood Grand closed on 5 August 2025. HDB says projects whose EC tenders close on or after 8 May 2026 carry a Minimum Occupation Period of 10 years. Wynwood Grand’s tender closed before that date, so an MOP of 5 years applies and full privatisation comes 10 years after TOP.
During the MOP, your household has to live in the unit. Core occupiers stay on the application, and the unit cannot be sold on the open market. You may rent out individual rooms if you register with HDB within 7 days. Renting out the whole home and buying private residential property both wait until the MOP is over. If you own an HDB flat now, you must dispose of it within 6 months of collecting your EC keys.
After the fifth year after TOP, you can sell on the open market, rent out the whole unit and invest in private property. A buyer in this stage must be a Singapore Citizen or Permanent Resident. Resale buyers must be at least 21, face no household income ceiling and receive no CPF housing grant. Only after the tenth year do foreigners and companies become eligible buyers. HDB counts that date from TOP, not from key collection.
Neither the year 5 nor the year 10 date is known for Wynwood Grand, because CDL has not announced TOP. If you plan to sell around year 5, remember that your buyers come from the same Citizen and PR pool as today’s developer buyers, without the grant. That is a rule of the market, not a forecast of price or demand.
The full table is in our MOP, resale and timeline to year 10. HDB’s pages on conditions after buying an EC and finding an EC set out these rules in full.
The Woodlands Drive 17 land behind Wynwood Grand: what the tender tells you
Before CDL releases anything about the homes, the land is the one part of Wynwood Grand you can read in full. HDB’s tender records give the site area as 25,207.2 sq m and the maximum gross floor area as 42,853 sq m, on a lease of 99 years. Divide one by the other and the plot ratio comes to 1.70. That is our arithmetic, not an HDB figure, but it shows how much building the rules allow on each square metre of ground.
HDB launched the tender on 8 April 2025. It closed on 5 August 2025, and CDL Divine Pte. Ltd. won it on 26 August 2025 with a bid of about S$360.9 million. That works out to roughly S$782 per square foot of permitted floor area. It is what CDL paid for land. It is not a selling price. A developer adds construction, financing, marketing and margin before any home goes on sale.
HDB estimated about 420 homes when it sold the site. CDL’s later proposal describes about 430, in 14 blocks of eight storeys, subject to approvals. The site carries a 61m Singapore Height Datum limit.
How 14 blocks of eight storeys will feel to live in, from lift waits to how many neighbours share each lobby, is a question only CDL’s site plan can answer, and it has not been released. Blocks, entrances and facilities are all unconfirmed. The facilities list on this site reflects what new ECs usually include. Our smaller parcel review walks through the scorecard, and the project details page and site plan page carry the figures and the status of each CDL document.
Getting around from Wynwood Grand: Woodlands South MRT and beyond
Wynwood Grand sits on Woodlands Drive 17 in District 25. The station that matters most is Woodlands South MRT on the Thomson-East Coast Line. EdgeProp, in August 2025, described the site as within five minutes’ walk of it. CDL has not announced where the project entrance will be, so your own walking time is not yet known. Treat five minutes as a description of proximity and not a promise for your block.
From Woodlands South you can travel on the TEL. Woodlands MRT, the interchange of the North-South Line and the TEL, sits at Causeway Point in the town centre, and Woodlands North MRT is the future terminus for the RTS Link to Johor Bahru. For daily commuting, test the routes you would take. Ride from the area at your usual hour, count the transfers, and repeat the trip when CDL shows the entrances.
Drivers have the BKE and SLE nearby, and the Woodlands checkpoints are not far. That helps if your work or family life crosses the Causeway. Check the confirmed RTS Link date and timetable before you build the line into a commute.
During the MOP you live in the home. You cannot rent out the whole unit to move closer to work. The route from Woodlands Drive 17 to your office stays fixed for at least five years after TOP.
Our location page carries the map and station list. The showflat page will carry the venue once CDL names it.
Schools, hospital, shops and parks near Wynwood Grand
For schools, Innova Primary and Woodlands Primary are in the Woodlands area, with Christ Church Secondary and Woodgrove Secondary for older children. Republic Polytechnic is also in Woodlands. The Singapore Sports School sits next to the site today, but HDB says it will relocate to Kallang, so do not plan around it. We do not quote school distances on this page. MOE’s own tool lets you check a specific address, and each school sets its own admission conditions, so look at both before you decide.
Health care is close. The hospital at Woodlands opened in July 2024 as Woodlands Health Campus. It was renamed Woodlands Hospital from 2 January 2026, with no change to location, services or operations. For families with older parents or young children, a hospital in the same town is a practical benefit.
For shopping and errands, Causeway Point and Woods Square form the retail and office core of the Woodlands Regional Centre at Woodlands MRT. Vista Point is a neighbourhood mall in Woodlands for quicker trips. These are the places you would use on a weekday evening.
For green space, Admiralty Park and Woodlands Waterfront Park, about 3 km away, have large open and waterfront areas, and Marsiling Park is another green space in the estate. If you picked an EC partly for space for children, walk these parks at the weekend before you commit.
The Woodlands Gateway district’s retail and offices are a future plan. Count them as a bonus if they arrive, not as a reason to buy today. For the current picture of what sits near the station, see the Wynwood Grand location page.
Woodlands Gateway and northern jobs: what the dates mean for your MOP
An EC buyer lives in the home for five years after TOP, so where the household works matters. Some workplace developments in the north have dates, and others are still plans. The question is how those dates line up against an MOP whose start CDL has not announced.
As our own arithmetic, not a published date, five years in the home would run from around 2030 into the middle of the 2030s if TOP falls within the 60 months that HDB’s tender terms allow from acceptance of tender. Against that window, the Woodlands Hospital is already operating, so it is a workplace you can check today. The completed 1 North Coast and 7 North Coast developments in JTC’s Woodlands Gateway estate list industrial space for lease, but who occupies it depends on who leases it.
JTC’s 2 March 2026 release describes Woodlands Gateway as a district of up to 35 hectares beside the RTS Link and Woodlands North MRT, with the first phase expected around 2030. JTC’s 15 July 2026 feature describes that first phase with a bus interchange of about 6,500 sq m, about 28,000 sq m of retail space, about 22,000 sq m of flexible office space, and underground roads that route heavy vehicles directly to industrial offices. The bus layout still needs LTA design approval. Parks, sky links and cycling connections are planned and not yet delivered.
URA’s Master Plan 2025 says the redeveloped Woodlands Checkpoint will be progressively operationalised from 2029. The Sungei Kadut Eco-District has no published completion date, so treat it as a plan for the long term.
If your job depends on one of these plans, wait for delivery before you rely on it. Our articles on the northern jobs plan and the Gateway hub design hold the sources.
What CDL’s recent EC record means for Wynwood Grand buyers
The company behind Wynwood Grand is City Developments Limited, acting through CDL Divine Pte. Ltd., the tenderer HDB named for Woodlands Drive 17. CDL is a listed Singapore developer, with private condominiums, Executive Condominiums and integrated developments in its record. For a buyer, the question is what CDL has recently delivered in the EC category and how that compares with what it has promised here.
CDL’s construction record says Copen Grand obtained TOP in April 2025. EdgeProp reported in August 2026 that Lumina Grand obtained TOP in April 2026. Both are recent EC projects in its portfolio, so CDL has delivered ECs in the last couple of years. This record is not a promise about Wynwood Grand’s price, unit mix, facilities or completion timing, and a layout from one project cannot stand in for a floor plan of another. Read our CDL track record article and the developer page.
Match the project name and the CDL entity to the Woodlands Drive 17 parcel before you rely on any document. Check whether the final approved home count differs from the current proposal of about 430. Use only a dated Wynwood Grand price list and floor plans.
CDL has not yet released a unit mix, sizes, a price or a showflat date. CDL’s March 2026 operational update is the source for the 430-home proposal, earlier CDL material for the 14 blocks of eight storeys, and CDL’s annual report for the 2030 completion guide. These are subject to approvals.
If you want CDL’s own material the day it appears, register your interest and Davis Ng will forward it.
Comparing Wynwood Grand with Clovelle of Woodlands on the same street
Two EC sites share Woodlands Drive 17, and buyers often look at both. They are different projects by different developers. Wynwood Grand is CDL’s, on the smaller site. Clovelle of Woodlands is Sim Lian’s. HDB’s tender records give you facts you can compare.
On land, Wynwood Grand is 25,207.2 sq m against 26,979.9 sq m, so the Wynwood Grand site is about 1,770 sq m, or roughly 7%, smaller. On permitted floor area, the gap is wider: 42,853 sq m here against 56,658 sq m next door, about 24% less. Plot ratios, by our arithmetic, are 1.70 here and 2.10 there. HDB estimated 420 homes for Wynwood Grand and 560 for Clovelle. Both sites share a 61m height limit, so the lower floor area comes from how much HDB allowed to be built per square metre.
The timing differs as well. Wynwood Grand’s tender launched on 8 April 2025 and was awarded on 26 August 2025. Clovelle’s tender launched on 16 October 2025 and was awarded on 20 January 2026. Both carry a completion period of 60 months from acceptance of tender, and neither has an announced TOP.
Do not compare on the land alone. Land size and floor area tell you nothing about unit sizes, stack orientation, facilities, noise or build quality. Wait for each developer’s dated floor plans and price list. Then compare the same bedroom type at the same size, and ask both teams for the exact walking route to Woodlands South MRT. A brochure or price sheet for one project must never be read as belonging to the other.
We write about Wynwood Grand on this site, and our comparison article goes further on the choice. Use the project details page for our figures.
Wynwood Grand timeline: preview, booking and launch, and what is still unknown
CDL has not confirmed a preview, a showflat opening or a launch date, and has not released prices or floor plans. What exists are estimates of timing. The latest ERA working schedule, which can still change, has e-applications from 11 to 27 December 2026, the price display on 14 and 15 January 2027 and booking day on 16 January 2027. Earlier estimates differed: an agent site for Woodlands ECs suggests a preview around November 2026 and a sales launch by the fourth quarter of 2026. Another market estimate puts the preview around December 2026. EdgeProp reported in August 2026 that CDL’s launch schedule shows a target in the first quarter of 2027. None of these is a CDL date. Price estimates from other parties, each with its source, sit on the price page, and none of them is a CDL price.
A preview comes first. Floor plans and the price list follow, and a sales gallery usually opens around the preview. Then comes the booking and application stage. Registering your interest with us only adds you to Davis Ng’s update list. It does not reserve a unit, gives no priority and creates no ballot position. HDB decides whether your household qualifies, and the application or ballot is a separate process after launch.
Finish your eligibility check, set your MSR and TDSR range, decide how much cash and CPF you can commit, and talk to your bank about EC loans. Gather the household details HDB asks for, including the incomes and property history of everyone on the application. When the process opens, ask Davis Ng which documents are needed.
Still unknown: the unit mix and sizes, the price, the showflat date, the facilities list that CDL confirms, the entrance, and the TOP date. CDL’s annual report points to completion around 2030, subject to approvals. Treat it as a guide only.
When any of this changes, we add a dated entry to the updates log. Check the registration page for what registering does, and use the contact page to ask Davis Ng directly.
