Wynwood Grand EC Affordability: How the 30% MSR and 55% TDSR Limit Your Bank Loan, Step by Step

By Davis Ng · · Updated

Wynwood Grand is an Executive Condominium sold directly by its developer, so a buyer's bank loan is capped by the Mortgage Servicing Ratio (MSR) as well as the Total Debt Servicing Ratio (TDSR). Both rules can be worked out from your household income and existing debts today, before CDL releases a price list. This guide shows the arithmetic with hypothetical households, so you know your own borrowing room before you look at the Wynwood Grand price page.

The two caps a bank checks

  • MSR, 30% of monthly income. MAS states that for new property loans on HDB flats and on executive condominium units bought directly from property developers, the borrower's monthly mortgage repayment must not exceed 30% of monthly income.
  • TDSR, 55% of monthly income. All monthly debt repayments together, including the new home loan, car loans and other debts, must not exceed 55% of monthly income. MAS tightened this threshold from 60% to 55% for purchases with an Option to Purchase granted on or after 16 December 2021.
  • A stress-test interest rate. For residential purchase loans from banks, the monthly instalment is computed at the higher of a 4% per annum floor or the loan's highest non-promotional rate. MAS raised this floor from 3.5% for purchases with an Option to Purchase granted on or after 30 September 2022. Your actual mortgage rate can be lower; the test rate only sets how much the bank may lend.

Joint buyers are assessed on their combined income and combined debts. When computing TDSR, MAS requires banks to apply a haircut of at least 30% to variable income such as bonuses, and to rental income.

HDB's EC buying process asks buyers to check that they can obtain a housing loan from a financial institution before applying, which is why these bank rules are the ones that matter for Wynwood Grand.

Step 1: your MSR repayment ceiling

Multiply gross monthly household income by 30%. The incomes below are hypothetical examples, not a profile of Wynwood Grand buyers.

Hypothetical gross monthly household incomeMaximum monthly mortgage repayment under MSR (30%)
S$8,000S$2,400
S$10,000S$3,000
S$12,000S$3,600
S$16,000S$4,800

Step 2: check whether TDSR is tighter

Take 55% of income, subtract your other monthly debt repayments, and compare the result with your MSR ceiling. The lower figure is the repayment a bank can use. Two hypothetical households, both earning S$10,000 a month:

Household AHousehold B
Other monthly debt repaymentsS$1,000S$3,000
TDSR room (S$5,500 minus other debts)S$4,500S$2,500
MSR ceiling (30%)S$3,000S$3,000
Repayment the bank can useS$3,000 (MSR binds)S$2,500 (TDSR binds)

For most EC households with modest other debts, MSR is the tighter rule. A car loan or other large monthly commitment can make TDSR the binding one, so clear or reduce those debts before you apply.

Step 3: turn the repayment into a loan amount

Banks convert the usable repayment into a loan amount at the 4% test rate over the loan tenure. The figures below use a hypothetical 25-year tenure, with no other debts, and are rounded to the nearest S$1,000. Your bank will apply your actual age, tenure and loan limits.

Hypothetical incomeMSR repaymentLoan supported at 4% over 25 years (hypothetical)
S$8,000S$2,400about S$455,000
S$10,000S$3,000about S$568,000
S$12,000S$3,600about S$682,000
S$16,000S$4,800about S$909,000

These are borrowing limits for illustrative households. They say nothing about what any Wynwood Grand unit will cost, because CDL has not released prices yet. Cash and CPF savings cover the rest of a purchase, along with stamp duty and legal fees.

The income ceiling for Wynwood Grand is S$16,000

The MSR examples above stop at S$16,000 because that is the income ceiling for this project. HDB raised the EC ceiling to S$18,000 in August 2026, but only for new units in ECs whose land tenders close on or after 24 August 2026. Sites awarded before that date keep the S$16,000 ceiling. HDB awarded the Woodlands Drive 17 parcel behind Wynwood Grand to CDL Divine Pte. Ltd. on 26 August 2025, so the S$16,000 ceiling applies. A household above S$16,000 cannot buy a new Wynwood Grand unit, even though later EC sites use the higher ceiling.

The income ceiling and MSR answer different questions. The ceiling decides whether you may buy a new unit at all. MSR and TDSR decide how much a bank may lend you once you qualify.

What to prepare before the launch

  1. Total your household's gross monthly income and all monthly debt repayments.
  2. Work out your MSR ceiling and your TDSR room, and note which one binds.
  3. Ask a bank for an in-principle loan assessment so your loan figure reflects your real age, tenure and income records.
  4. Compare that loan figure with the official price list and unit sizes on the floor plans page once CDL releases them.
  5. Book a showflat appointment when preview dates are announced.
