Woodlands Regional Centre and the RTS Link: What the February 2027 Target Means for Wynwood Grand Buyers

By Davis Ng · · Updated

The RTS Link to Johor Bahru will not open at the end of 2026 as first planned. On 2 October 2026, LTA and Malaysia's Ministry of Transport said passenger service is now expected to start in February 2027, still subject to independent safety certification and final regulatory approvals. For a Wynwood Grand buyer, that slip is a matter of weeks, and it lands years before the Woodlands Drive 17 homes can be finished. What matters more is knowing which parts of Woodlands Regional Centre already run, which arrive next, and which are still plans when you weigh this EC against its price and floor plans.

What changed in October 2026

RTS Operations Pte Ltd (RTSO) told both governments that it needs more time for testing and commissioning. It expects to finish its final system tests and trial runs by 31 December 2026. An independent safety assessor must then certify the system, and authorities on both sides must review that certification before passenger service is approved. LTA says infrastructure works in Singapore and Malaysia are substantially complete.

Two official pages still show the older timing: LTA's RTS Link project page says service is targeted to start at the end of 2026, and URA's Master Plan 2025 North Region page says the link is targeted to be ready by end-2026. The 2 October release is the newer statement, so read February 2027 as the current target, and still only a target until trains carry passengers.

The bottom row is the one that sets your timeline. HDB awarded the Woodlands Drive 17 site to CDL Divine Pte. Ltd. on 26 August 2025. Counted from that date, 60 months runs to about August 2030. That is our own arithmetic on a land-sale deadline, not a completion date from CDL, and the actual date has not been announced yet.

What the delay changes for a Wynwood Grand buyer

Very little, on the dates published so far. If the February 2027 target holds, the RTS Link would be running for several years before keys are handed over at Woodlands Drive 17. A household buying at launch would not be waiting on the link while living in the home. Even a further slip of some months would still sit well inside the completion period HDB set for this site.

What the delay does not change: the route, the station and the way you cross. LTA states that the RTS Link runs between Woodlands North and Bukit Chagar in Johor Bahru, with a train journey of about five minutes, capacity for up to 10,000 commuters per hour in each direction, and co-located customs, immigration and quarantine facilities, so you clear both countries at the point of departure. The RTS Link station at Woodlands North connects to the existing TEL Woodlands North station at basement level. On the TEL, Woodlands North is two stops from Woodlands South with no change of line.

Two transport hubs, two precincts

URA describes Woodlands Regional Centre as four precincts: Woodlands Central, Woodlands Gateway, Housing by the Woods and Woodlands Waterfront. Buyers often blur the first two, but they serve different trips.

  • Woodlands Central holds the Woodlands Integrated Transport hub, where the North-South Line and the TEL meet. URA names it the core node for office and retail space in the North. This is the hub that matters for trips into the rest of Singapore today.
  • Woodlands Gateway sits on the RTS Link station. URA positions it as an employment and manufacturing hub, and JTC plans a multi-modal transport hub there with its first phase around 2030. This is the hub that matters for trips to Johor and for jobs that are still being planned.

For the jobs side of the Gateway and how it lines up with the five-year minimum occupation period, see our Woodlands employment plans article. For the hub's retail and underground-road design, see the Woodlands Gateway hub article.

Checks before you rank the RTS Link in your decision

  1. Does anyone in the household cross to Johor often? If not, the RTS Link is a convenience. Eligibility, the S$16,000 income ceiling and your loan limit come first.
  2. Which hub do you use daily? City-bound trips run through the TEL and the Woodlands interchange, which operate today. Only Johor trips and future Gateway jobs depend on the newer dates.
  3. Measure your own walk. The project entrance and site plan have not been released yet, so the walk from a Wynwood Grand home to the station is not known. Our Woodlands South MRT guide covers the station and daily needs nearby.
  4. Treat every later date as a target. The February 2027 start, the 2029 checkpoint and the 2030 Gateway hub can all move, as the RTS Link already has.

What is not announced yet

CDL has not announced Wynwood Grand's prices, unit mix, floor plans, preview date or completion date. RTS Link fares have not been published. The exact RTS Link opening day within February 2027, if it holds, has not been set. When CDL opens a preview, the showflat page is where to book a viewing, and you can contact us for the latest.
